House of Lords debates slopping out

In a previous post, I wrote about the report published by the Independent Monitoring Boards of England and Wales on slopping out in prisons.

The House of Lords debated the report on October 12 and while there is a consensus that slopping out is unacceptable, there is a sense in which practicalities, or what are argued as practicalities, have the upper hand against principles amongst governmental circles.
