I am an Associate Professor at the School of Law, Trinity College Dublin. I am also a barrister. I have postgraduate qualifications in Higher Education and Statistics.
My research interests are in the areas of prison policy, prison law, and criminal justice policymaking. In 2016, I commenced work on a European Research Council Starting Grant which examines accountability, oversight and redress mechanisms in prison systems.
I am a member of the Central Statistics Office’s Expert Group on Crime Statistics, and Chairperson of the Implementation and Oversight Group for the Strategic Review on Penal Policy report.
In 2014, I was a visiting fellow at the British Institute of International and Comparative Law, where I worked on comparative prison law.
I am the co-director of ‘Changing Ireland, Changing Law‘, a project on strategic litigation and social change funded by the Irish Research Council in collaboration with the Public Interest Law Alliance.
I am a graduate of Trinity College, Dublin, and the University of Oxford.
My first book, Prison Policy in Ireland: Politics, Penal-Welfarism and Political Imprisonment was published by Routledge. It is the first history of prison policy in Ireland. My second book, Prison Law, was published by Bloomsbury in 2014. It has been cited in judgements of the Irish High Court.
I was the chairperson of the Irish Penal Reform Trust between 2010 and 2014 and am on the board of the Irish Association for the Social Integration of Offenders.
